Cecil Barcelo, Jr., Administrator

Our Administrator, Cecil Barcelo, Jr., was drawn to the nursing care industry, and the family business, because he enjoys the daily contact with residents and their families. He strives to make Tuscany Village a pleasant experience while providing state-of-the-art care. He takes personal responsibility to assure that all his residents’ needs are met.

Cecil received his Bachelors of Science and Hotel Restaurant Management from the University of Nevada, Las Vegas, and is a Licensed Administrator. He is an active member of the American Health Care Association and the Texas Health Care Association.

Prior to taking on the role as Administrator at Tuscany Village, Cecil served as the Administrator for Baywind Village for 9 years, where he enjoyed caring for families and preserving the Barcelo Family reputation for excellence.

Stanley Henderson, Director of Environmental Services

Stanley Henderson is our Director of Environmental Services. The development of this position was primarily driven by facility management so as to reduce patient/staff injury through dedicated awareness and supervision of the physical environment and facility staff. Although the primary role of the Safety Coordinator will be safety coordination, other roles will include assisting Nursing, Maintenance, Dietary, Housekeeping, and Admission departments with daily tasks. Stanley is a long time employee of Tuscany Village and always has a positive attitude and great communication skills. He is in the process of gaining his CNA credentials.

John M. Lozica, LVN, CMCN - Quality Assurance Officer

John Lozica has been a dedicated and passionate healthcare professional for over 22 years. He began his nursing career in 2003 and joined Tuscany Village in 2009 as a licensed vocational nurse. Over the years, he expanded his responsibilities, taking over Admissions and Managed Care in 2012. In these roles, he has provided compassionate care and thoughtful oversight of Tuscany Village residents—assessing and managing healthcare needs, coordinating with multidisciplinary teams, and ensuring smooth transitions from other medical facilities.

In May 2025, John embraced a new challenge as the Quality Assurance Officer, a position that allows him to utilize his extensive nursing background and deep commitment to resident care in a new capacity. His responsibilities include maintaining regulatory compliance, monitoring care quality, supporting staff education, and promoting continuous improvement to enhance resident outcomes.

John’s favorite aspect of his work is the strong sense of “family” at Tuscany Village. He is known and loved by many residents, often stopping to visit them personally or lend a helping hand to nursing staff. His approachable nature, leadership skills, and thorough understanding of both clinical and administrative processes make him an invaluable member of the team.

Currently, John is also pursuing his Registered Nurse (RN) license to further his knowledge and professional growth. He remains committed to improving the lives of those he serves and continues to be a driving force in fostering excellence in care.

When not at work, John enjoys quality time with his family and his beloved dogs of all shapes and sizes.

Nancy Corson – Registered Dietitian

Nancy Corson is a Board-Certified Specialist in Gerontological Nutrition and has been serving the Tuscany Village community for 28 years. With her expertise in nutrition and wellness, she is dedicated to enhancing the health and quality of life of our residents.

 

Gina Michelle Miller – Social Services

Gina Michelle Miller brings over 34 years of experience as a Social Worker and Counselor. She holds a B.A. in Sociology and is a Licensed Bachelor Social Worker (LBSW). Additionally, she has degrees in Counseling and Human Resource Management.

Originally from California, Gina moved to Texas 33 years ago and has dedicated her career to serving individuals in both education and healthcare, with the past 12 years focused on geriatrics. She is passionate about advocating for the elderly, believing that caring for those who once cared for us is a profound and meaningful calling.

Sandy Minter – Human Resources​

With over 25 years of experience in human resources, Sandy Minter is a seasoned professional in talent acquisition, employee relations, and performance management. She has successfully recruited top-tier talent for organizations of all sizes while implementing strategies that align with company goals.

Passionate about fostering a diverse and inclusive workplace, Sandy’s leadership has contributed to cohesive, high-performing teams. Her approachable demeanor and strong communication skills make her a trusted resource for employees seeking guidance.

Shannon Countryman, RN – Director of Nursing

With over 15 years of dedicated nursing experience, Shannon Countryman is committed to providing compassionate, high-quality care to our residents. A proud North Carolina native, Shannon has been a nurse since 2008 and has spent her career in skilled rehabilitation and long-term care management.

Since joining the Tuscany Village family 10 years ago, Shannon has worked tirelessly to ensure residents receive the highest level of care, dignity, and respect. She is passionate about creating a nurturing environment where individuals can heal, regain strength, and thrive.

Chef Rachel Cunningham – Director of Food Services

Rachel Cunningham is a seasoned culinary professional with over 20 years of experience in the food service industry. As the Director of Food Services at Tuscany Village Skilled Nursing, she is known for her innovative approach to contemporary American cuisine.

Her culinary journey began at the Art Institute of Houston, where she graduated with honors. She has honed her skills in some of the nation’s top kitchens, including prestigious establishments in California and New York. Rachel is passionate about using seasonal and locally sourced ingredients to create nutritious, flavorful meals that bring people together.

An advocate for culinary education, Rachel mentors aspiring chefs and participates in local food initiatives. Her dedication to excellence has earned her multiple awards, including recognition as “Best New Chef” by a local magazine. She continues to inspire both guests and staff, delivering memorable dining experiences at Tuscany Village.

Kayla – Administrator

Kayla has over 10 years of experience in skilled nursing and geriatric care. Since beginning her career in 2013, she has held various leadership roles, including Infection Preventionist and Managing Nurse from 2016 to 2021. She later became a Director for an assisted living facility, gaining valuable experience managing independent living, assisted living, and memory care.

In 2022, Kayla earned her Nursing Home Administrator license and, in February 2024, joined Tuscany Village as Administrator. She is dedicated to ensuring all residents receive compassionate, high-quality care and that Tuscany Village remains a supportive, nurturing environment for both residents and staff.

Donna Banks – Discharge Planner

With over 38 years of experience as a Certified Nursing Assistant (CNA) and a Certified Medication Aide (CMA), Donna Banks has dedicated her career to serving residents with compassion and dedication. She previously worked as an Admissions Director from 2006 to 2013 before transitioning to Tuscany Village as an Admissions Coordinator. In 2018, she became a Licensed Case Manager and now serves as a Discharge Planner, working closely with admissions and social services.

Preeti – Director of Rehabilitation

Dr. Preeti, Director of Rehabilitation at Tuscany Village, is a Doctor of Physical Therapy and Rehab Admin certified. With over 17 years of experience serving the geriatric population in acute care, long-term acute care (LTAC), and skilled nursing facilities (SNF), Preeti is committed to delivering exceptional rehabilitative care.

Having been with Tuscany Village for over eight years, Preeti leads a team focused on achieving positive patient outcomes through collaboration and evidence-based care. Tuscany Village is a preferred provider for many hospital groups, and Preeti and her interdisciplinary team run various quality improvement programs to ensure the highest standards of rehabilitation services.
